European Commission Call for Proposals for strengthening the role of civil society in human rights and democratic reform and implementation of EU guidelines on Death Penalty

The European Commission through the European Instrument for Democracy and Human Rights (EIDHR) has issued a call for proposals with the objectives of strengthening the role of civil society in human rights and democratic reform, and supporting the actions on human rights and democracy issues in areas covered by EU Guidelines, including on the death penalty.

Since this is a restricted call for proposals, only concept notes outlining the proposed project have to be submitted by the eligible applicants. Detailed proposals will be requested from shortlisted applicants after successful review of their concept notes.

There are two lots to be covered under this call for proposals and their objective are us under:

For lot 1 – the strengthening of transnational (regional and global) actions on conflict management, mediation and dialogue and/or strengthening regional/global civil society and its interaction with regional/global human rights mechanisms.

The aim is to support civil society networks developing greater cohesion in working on human rights, political pluralism and democratic political participation and representation, while contributing to the peaceful conciliation of group interests and combating discrimination on any ground; by developing equal participation of men and women in social, economic and political life, thus becoming an effective force for positive change, through cooperation among local civil society organisations and stakeholders.

For lot 2 – support for the implementation of the EU Guidelines on the Death Penalty, which provide the general framework for EIDHR assistance in this area as well as the EU policy towards third countries.

EIDHR support will be given to activities focusing on promoting the restrictive use of, the establishment of a moratorium on, and the abolition of the death penalty.

On the occasion of the International Day for the Elimination of Violence against Women on 25 November, UN Women has announced the availability of grant support to NGOs under the the United Nations Trust Fund to End Violence against Women.

This call for proposals also marks the UN Trust Fund’s 15th Anniversary. It was established by UN General Assembly resolution 50/166 in 1996 to support national and local efforts to end violence against women. The UN Trust Fund awards grants annually through an open and competitive process. The majority of its grantees are NGOs, with grants awarded also to governments and UN country teams.

Current call for proposals is open to NGOs, women’s and community-based organizations and coalitions and operational research institutions and UN Country Teams in partnership with governments and civil society organizations to apply and seek funding support.

The areas of action under this call are:

  • Closing the Gap on the Implementation of National and Local Laws, Policies and Action Plans that Address Violence against Women
  • Addressing Violence against Women in Conflict, Post‐conflict and Transitional Settings

The UN Trust Fund can allocate funding from US $300,000 to $1 million for large civil society organizations, governments and UN Country teams. For small organizations, including grassroots women’s organizations and networks, project funding for a minimum of $100,000 will be considered. Project durations can be from 2-3 years.

Proposals invited for the Next Funding Cycle by the National Endowment for Democracy Source – 20.01.2012

The National Endowment for Democracy (NED) is a private, nonprofit foundation dedicated to the growth and strengthening of democratic institutions around the world. Each year, NED makes more than 1,000 grants to support the projects of non-governmental groups abroad who are working for democratic goals in more than 90 countries.  Since its founding in 1983, the Endowment has remained on the leading edge of democratic struggles everywhere, while evolving into a multifaceted institution that is a hub of activity, resources and intellectual exchange for activists, practitioners and scholars of democracy the world over.

NED’s direct grants are aimed at providing financial support to hundreds of nongovernmental groups abroad working to ensure human rights, an independent media, the rule of law and to advance other democratic goals.

NED encourages applications for financial support from activist organizations in diverse situations, such as transitional countries where the goal is democratic consolidation, authoritarian countries where the goals are liberalization, and the protection of human rights.

In this context, NED is currently seeking grant proposals from eligible organizations to be considered during the next board meeting scheduled to be held on March 30, 2012.

Programs Eligible for Grants

NED is especially interested in proposals that originate with local democratic groups. It is also interested in nonpartisan programs seeking to strengthen democratic values. Note that the Endowment does not make grants to individuals.

Selection Procedure

NED Board of Directors meets every quarter for reviewing and evaluating the grant proposals. In addition to evaluating how a program fits within the Endowment’s overall priorities, the Board considers factors such as the urgency of a program, its relevance to specific needs and conditions in a particular country, and the democratic commitment and experience of the applicant.

In fondacija, fondacija za unapređenje socijalne inkluzije djece i mladih u BiH uz finansijsku podršku Kinderpostzegels, Netherlands (KPZ) otvara poziv za lokalne nevladine organizacije kojima su primarni korisnici djeca i mladi uzrasta do 21 godine.

In fondacija podržava inovativne projektne prijedloge koji uključuju vlastito učešće ili podršku lokalne zajednice i koji u svoje aktivnosti uključuju volontere. Na osnovu člana 2. Pravilnika o sufinansiranju javnih potreba u kulturi Republike Srpske (“Službeni glasnik Republike Srpske“ broj 07/10), Ministarstvo prosvjete i kulture Republike Srpske, raspisuje

J A V N I K O N K U R S za sufinansiranje projekata pozorišne produkcije za 2012. godinu

I
Raspisuje se Javni konkurs za sufinansiranje projekata pozorišne produkcije, različitog pozorišnog žanra i to:
a) komedija, drama, monodrama, mjuzikl,
b) novi pozorišni žanr (moderne i eksperimentalne forme),
namijenjen djeci i mladima i
v) dječija pozorišna produkcija.

II
Na Javni konkurs, iz tačke I, mogu se prijaviti pravna i fizička lica koja su registrovana isključivo za obavljanje kulturno-umjetničke djelatnosti u Republici Srpskoj.

III
Pravo podnošenja prijave na Javni konkurs za izbor projekata iz tačke I imaju:
a) ustanove kulture, čiji je osnivač jedinica lokalne samouprave,
b) strukovna kulturna i umjetnička udruženja, čija je osnovna djelatnost
pozorišno stvaralaštvo i
v) udruženja registrovana za oblast kulture, koja su od Ministarstva uprave i
lokalne samouprave Republike Srpske stekla status „udruženje od javnog
interesa“.

IV
Podnosioci prijava za sufinansiranje projekata iz tačke I treba da ispunjavaju sljedeće uslove:
a) da posjeduju organizacioni kapacitet,
b) da projekti kojima konkurišu doprinose razvoju regionalne i
međuregionalne kulturne saradnje i
v) da su za projekte kojima konkurišu finansijski odgovorni.

V
Prijavljeni projekti treba da ispunjavaju sljedeće opšte kriterijume:
a) da su kvalitetni,
b) da promovišu dramsku klasiku i savremene umjetničke forme i izraze,
v) da imaju edukativni sadržaj,
d) da predstavljaju i afirmišu domaće umjetničko stvaralaštvo u zemlji i
inostranstvu,
đ) da doprinose razvoju regionalne i međuregionalne kulturne saradnje,
e) da posjeduju dokaz o dijelu obezbijeđenih sredstava,
ž) da su ekonomični i,
z) da učestvuju na međunarodnim tradicionalnim pozorišnim festivalima.

VI
Posebni kriterijumi:
a) da čuva i njeguje domaće dramsko stvaralaštvo iz ranijih istorijskih razdoblja,
b) da podstiče domaće dramske pisce i vlastitu pozorišnu produkciju.

VII
Komisija za izbor projekata će na osnovu opštih i posebnih kriterijuma pojedinačno procijeniti i stručno vrednovati prijavljene projekte.

VIII
Uz pisani zahtjev podnosilac prijave dostavlja:
a) popunjenu prijavu projekta (za pozorišnu produkciju),
b) detaljno predstavljeni projekat koji obavezno mora da sadrži:
1) svrhu,
2) cilj,
3) ciljnu grupu,
4) rezultat,
5) indikatore uspjeha,
6) vrijeme i
7) mjesto realizacije,
v) statut i kopiju rješenja o registraciji izdatog od strane nadležnog organa i
g) detaljan finansijski plan troškova projekta, sa naznačenim sredstvima koja će se obezbijediti, kao i onim koja su obezbijeđena iz vlastitih i drugih izvora te sredstava koja se potražuju od Ministarstva prosvjete i kulture Republike Srpske.

Javni konkurs ostaje otvoren do 20. februara 2012. godine.
Javni konkurs biće objavljen u dnevnim novinama „Nezavisne novine“, na portalu Vlade Republike Srpske www.vladars.net i www.ekulturars.com.

Prijava (namijenjena za projekte pozorišne produkcije) i izjava o autorskom djelu biće dostupni na portalu Vlade Republike Srpske www.vladars.net i www.ekulturars.com.
Prijave na Javni konkurs sa kompletnom dokumentacijom dostaviti na Centralnu pisarnicu Vlade Republike Srpske ili preporučenom pošiljkom na adresu: Ministarstvo prosvjete i kulture Republike Srpske, Trg Republike Srpske 1, 78 000 Banja Luka, sa naznakom: Javni konkurs za sufinansiranje projekata iz oblasti pozorišne produkcije za 2012. godinu.

XI
Pored zahtjeva, obavezno priložiti popunjenu, potpisanu i ovjerenu aplikacionu prijavu, kao i potpisanu i ovjerenu izjavu o autorskom djelu, kao sastavni dio projekta.
Nepotpune i neblagovremene prijave neće se uzeti u razmatranje.
Podneseni projekti i prateća dokumentacija se ne vraćaju.

XII
Korisnici budžetskih sredstava iz 2011. godine, koji nisu u roku dostavili narativni i finansijski izvještaj o realizaciji i namjenskom utrošku sredstava ili čiji izvještaj zbog nepravilnosti i nenamjenskog trošenja budžetskih sredstava nije usvojen od strane Ministarstva prosvjete i kulture Republike Srpske, ne mogu aplicirati na raspisani Javni konkurs za sufinansiranje projekata iz oblasti kulture iz Budžeta Republike za 2012. godinu.

Sa učesnicima Javnog konkursa koji ostvare pravo na sufinansiranje projekta Ministarstvo prosvjete i kulture Republike Srpske potpisaće ugovor kojim će se urediti prava i obaveze dviju strana u vezi sa sufinansiranjem projekta.

The Bill & Melinda Gates Foundation is seeking proposals for Round 8 of its Grand Challenges Explorations. The initiative is the part of a $100 million in grants aimed at encouraging innovation in the fields of global health and development research.

The initiative invites scientists, inventors, and entrepreneurs from around the world to submit proposals for the opportunity to win $100,000 in grant and pursue their unconventional ideas aimed at transforming health and agricultural development in the world’s poorest countries.

Eligibility

Grand Challenges Explorations seeks to involve innovators around the world, including researchers who do not typically work in global health and development; those with innovative ideas in Africa, Asia and other parts of the developing world; people working in the private sector; and young investigators.

Selection Criteria and Grants

The initiative uses a streamlined, straightforward, online grant-making process.  The proposal process makes it easy to apply.  Applications are two pages, and preliminary data about the proposed research are not required.

Grand Challenges Explorations is a unique initiative that supports innovative research of unorthodox ideas. Every aspect of the program, including the carefully designed topics describing critical scientific barriers to progress in global health, the two-page online application, and the rapid review process, are designed to swiftly award funding to scientists who are testing unproven ideas that could lead to breakthroughs in global health.

The Gates Foundation and an independent group of reviewers will select the most innovative proposals, and grants will be awarded within approximately four months from the proposal submission deadline. Initial grants will be $100,000 USD each. Projects showing success will have the opportunity to receive additional funding up to $1 million over two years.

IPA: Za finansiranje reformi u BiH spremno 314 miliona eura

Europska komisija će u periodu od 2011. do 2013. godine zemlje koje se nalaze u procesu pridruživanja EU podržati a 5,5 milijardi eura, a BiH će u okviru pretpristupne pomoći u tom periodu dobiti 314 miliona eura.

Ova je danas završila dokument pod nazivom Višegodišnji indikativni planski dokumenti (MIPDs), koji prikazuje revidiranu strategiju za finansiranje u okviru EU Instrumenta za pretpristupnu pomoć (IPA), a namjenjenja je pored BiH i za finansijsku potporu za tekuće reforme i u Albaniji, Hrvatskoj, Islandu, Makedoniji, Crnoj Gori, Srbiji, kao i Kosovu.

“Sredstva bi trebala djelovati kao katalizator za kretanje naprijed reformi u zemljama proširenja i podršku zemljama na njihovom putu europskih integracija. Pomoć EU također će direktno uticati na svakodnevni život građana pridonoseći poboljšanju vladavine prava, upravljanja, društvenih uslova i ekonomskih izgleda, što je posebno važno jer se brojne zemalje u regiji oporavljaju od ekonomske krize “, rekao je europski komesar za proširenje i politiku susjedstva Stefan Füle.

Finansiranje će se usredotočiti na područja kao što su reforma pravosuđa i javne uprave, jačanje regionalne suradnje u borbi protiv organiziranog kriminala i korupcije, izgradnja vitalnog civilnog društva, poticanje reformi i regionalnu suradnju u obrazovanju, kao i podupiranje održivog oporavka od ekonomske krize kroz ulaganja u strateške infrastrukturne projekte.

Europska komisija je poduzela niz koraka u posljednjih nekoliko godina na jačanju veza između prioriteta uspostavljenih Strategijom proširenja EU, Komisijinim je izvještajima o napretku i programiranjem IPA pomoći. S tim ciljem na umu, Komisija je usvojila sektorski bazirano planiranje pretpristupne pomoći. Sektori, kojima se posvećuje posebna pažnja u različitim zemljama korisnicama, također uključuju, između ostalog , razvoj privatnog sektora, promet, zaštitu okoliša, klimatske promjene i energetiku, poljoprivredni i ruralni razvoj.

Oko 10% raspoloživih IPA sredstava bit će izdvojeno za jačanje multilateralnih odnosa na zapadnom Balkanu i Turskoj, u područjima identificiranim kao presudnim za europske integracije i stabilnost u regiji, gdje postoji jasna potreba za regionalnu suradnju: rješavanje prekograničnih problema, traženje veće učinkovitost kroz čvršću suradnju, podupiranje postojećih instrumenata i potpora mrežama stručnjaka. Sredstva za to će iznositi oko 521.000.000 € za razdoblje 2011-2013.

U okviru pretpristupne pomoći u ovom periodu pomoć će dobiti Kosovo i Metohija u vrednosti od 203 mil EUR, Hrvatska 430 mil EUR, Makedonija 304 mil EUR, Albanija 257 mil EUR, Bosna i Hercegovina 314 mil EUR, Crna Gora 91 mil EUR, Turska će dobiti 2,5 mlrd EUR i Island 28 mil EUR. Za projekte u kojim učestvuje više država biće izdvojeno 520 mil EUR, a za prekograničnu saradnju 214 mil EUR.

Poziv za dostavu nominacija za UNESCO-IPCD nagradu za ruralnu komunikaciju (rok za dostavu prijedloga: 01. septembar 2011)

UNESCO je objavio poziv za dostavu nominacija za nagradu Međuvladinog vijeća za međunarodne programe za razvoj komunikacija (IPCD) za 2012. godinu. Novčani fond ove nagrade je 20.000,00USD a namijenjena je javnim ili privatnim institucijama, pojedincima ili grupama koje inovativnim aktivnostima unapređuju komunikaciju u svim njenim oblicima, s posebnim naglaskom na lokalnim novinama, radio i TV kanalima, printanim materijalima i filmovima u ruralnim zajednicama zemalja u razvoju.

 

Prijedlog nominacije se dostavlja na popunjenom obrascu koji je u prilogu i dostavlja se najkasnije do 01. septembra 2011. godine Državnoj komisiji za UNESCO na sljedeću adresu: Ministarstvo civilnih poslova BiH, Državna komisija za UNESCO, Trg BiH 3, 71 000 Sarajevo

Uz prijedlog nominacije je potrebno dostaviti pisane preporuke na engleskom ili francuskom jeziku u kojima se navode postignuća kandidata, sažet opis rezultata rada uz navođenje publikacija i ostalih relavantnih dokumenata, te obrazloženje na koji način rad kandidata doprinosi ispunjenju ciljeva nagrade.

Linux, GNU, and you

The GNU project started as an attempt to provide a free and open UNIX system to replace the expensive proprietary UNIXes of the day.

The GNU project took a long time to finish the most important part: the kernel. Explaining what a kernel is accurately would be too technical for this article, but it’s enough to say that it’s really important.

While GNU was working on its kernel, Linux popped up and started making waves. The trouble? Linux was just a kernel. While the kernel is a big deal, you need some tools around that kernel to make an operating system.

That’s where GNU came in. The Linux community took the kernel-deficient mass of GNU tools and merged them with Linux to make a full operating system.

But the GNU project wasn’t happy about this. That someone found value in their tools was great, but they were calling it “Linux.” GNU was nowhere to be found in the name.

“Linux? Who does this Finnish upstart think he is? Jerk.”

But GNU was born of the desire to open the world of UNIX to the masses, and forcing the Linux community to put GNU in the name would go against the GNU project’s principles.

So a compromise was reached: GNU would request inclusion in the name. Politely.

But very few people listened. People took issue with the form of inclusion GNU wanted.

“GNU/Linux”

You don’t need to be a marketing wizard to know why only the most die-hard GNU supporter goes along with this. It’s hideous.

What GNU misses is that Linux is a brand far more than it is a collection of code. Linux as a brand is about having the right tools for the job. It’s close to Windows in that respect.

People use Windows because it works. People use Linux, the software under the brand, because they can open their software center and get just about any tool they need in moments.

When most people say “Linux,” they’re referring to that brand and all it encompasses, not just the kernel. Linux works. Ubuntu Linux works. Fedora Linux works.

Even “Ubuntu Linux with GNU” sounds fine. I think most people could get behind that. It’s like “Intel inside.” It’s easy to put in marketing material. The average user won’t know (or care) what GNU is, but it’ll be there.

If GNU wants people to attribute its contribution in the name, it needs a better approach.
